He reminds me of Muhammad Saeed al-Sahhaf, aka Baghdad Bob or Comical Ali, Saddam Hussein‘s Foreign Affairs minister. The Wikipedia article about him is worth a read. He probably believed the lies he told because he relied on people afraid of punishment for bad news and making things up instead.
