For too long, Victoria’s planning system has been slow and static. It’s time to plan at the speed of cities.

We need a system that says "yes" and works to solve the housing crisis. Passing the Planning Amendment Bill is the vital next step.

Minneapolis, US → Single-family zoning ban (previously covered 70 per cent of the city):
✅ A 15-to-23 per cent reduction in mid-tier house price growth

Seattle, US → Upzoning from single-family to low-rise multi-family zoning:
✅ Sustained 2.5 per cent per year increase in the housing stock

Lower Hutt (Wellington), NZ → Widespread upzoning to medium- and high-density:
✅ Three-fold Increase in housing starts Lower Hutt, and across the broader metro region by 10-to-18 per cent.
✅ Rents reduced by 21 per cent.

Zurich, Switzerland → Increased maximum floor-to-area ratios:
✅ Increase in supply of 9 per cent in the subsequent five-to-10 years.
✅ Larger upzonings in areas with high rents incite a stronger reaction.

São Paulo, Brazil → Increased built-area-ratios at the city-block level:
✅ Long-run 1.9 per cent increase in supply.
✅ 0.5 per cent decrease in prices.

Auckland, New Zealand → Broad upzoning of 75 per cent of urban land area in Auckland:
✅ Doubled the rate of homes approved in 5 years.
✅ Boosted dwelling stock by 4 per cent.
✅ Reduced rents by 14-to-35 per cent for two- and three-bedroom homes.

Making it illegal to build housing like this across our cities is why housing is unaffordable.

We make it illegal to build medium- to higher-density housing across the majority of our cities.

We cannot legally build enough homes where people want to live.

YIMBY Melbourne calls on the new Liberal team to put forward and support an ambitious platform of planning reform to unlock more housing supply for all Victorians.
