The Mosaic House has the same vibe as St. Louis' @citymuseum, an organic industrial playground developed by Bob Cassilly, the cousin of #Durham architect Ellen Cassilly.

It feels like @RDU is going to take the best airline terminal in America, and
1) make it worse
2) put it into multi-year construction zone
3) incur a greater expense than just building a shiny new Terminal 3 to the East.

The biggest concern I have about affordable housing industry in NC is that at times it feels entirely focused on shaking free additional subsidy.
Whether or not that is necessary, it deprioritizes the fact that there actually a host of tools to lower the cost of actual housing.

The 2019 reforms were necessary here. EHC’s Small Lot Code facilitated 7 homes (vs 0), all while displacing no one. It activates an urban blockface that was completely dead.
If #Durham is to build for-sale affordable housing, there are going to be dozens of projects like this. 6/

Theoretically, Durham’s BOA can alter bad zoning through a variance, but that path is considered increasingly risky, and there are cases of citizens wasting $1000s just to be told “no”.

The lesson learned is that “shitty zoning” is not an acceptable rationale for “hardship”. 5/

Minimum lot sizes further restricted this large parcel to be a MAXIMUM of two homes, thus forcing an undersized, undesired form, inconsistent with neighborhood character, onto oversized lots. And, zoning mandated a fraction of the affordable housing desired (& needed). 4/

Plum St is a shallow RU-5 lot, which Durham subjects to a 20’ front setback and a 25’ rear setback. This mandated homes of no more than 15’ deep here, a width comparable to a single wide trailer. This was not the INTENT of zoning, but is the RESULT of zoning. 3/

The short story: Due to a leadership by city council (via a 6-1 vote), SEVEN families will be purchasing 100% affordable homes here.

This @durhamhabitat site was the subject of Expanding Housing Choices design workshops in 2019.

THE PROBLEM: The site is 4/10ths of an acre, but a variety of top-down zoning rules made it virtually unbuildable.
