But I also think some of the rules come across as "spend more time respecting the kind of people who write lots of books" (e.g. #16 "learn from peers in other countries" feels like a segue to Snyder telling us how much he knows about other countries).

I think the most prominent list of "rules for resisting tyranny" right now is this one by Timothy D. Snyder, from his book, "On Tyranny: Twenty Lessons from the Twentieth Century."
