tl;dr version: WNBA didn't want its players to prioritize playing in EU/Asia/AUS (usually for more money) so they pushed to punish players who'd miss WNBA camp/start of season.

In response, players formed a WNBA offseason league (Unrivaled) here which skirts that rule.
