In a previous life, I worked for the research branch of USFS; my boss, Dr. Philip A. Barker spent years researching Acer grandidentatum, mostly for use in recreation areas. In 1974, he had a project tapping them and collecting the sap to make syrup.

I grew up in a rural area. Unincorporated area--not really a town, nor even a village. Mostly small to medium-sized family farms. I milked a cow from 12 to 19 yo. Rode a bike everywhere. Hiked in the Bear River mountains. Video taken June 2024.

IMO, it is the Preamble. It sets for the reasons for the writing and adoption of the document, and what it (the document and therefore the government) is supposed to do for the people.
