They do casually mention late in season one that the "planet" was a failed terraforming project from long ago by The Company which tracks with them.
The Quad is just one area tucked away in the J-Cluster solar system, heck early on they make it clear that none of our heroes are even from The Quad!

It's very funny how the Usenet turned on JMS for depicting how even in the future an epidemic could be mishandled. The nerds can accept a space station with homelessness problems, no universal healthcare, and bigotry on the rise but this is a line too far!
