Nobody is going to start building factories in America because a mercurial maniac imposed tarrifs that he could change his mind about, are probably illegal, and may well be rescinded by Congress. People who make long term business investments want stable policies, and this isn't even close.

Here's the thing with government waste. It may not be the most effective use of money, but it's still economic activity. It's salaries/payments being spent and contributing to business. If you're obsessed with ending it fine, but be honest. It's mostly an excuse to punish people you don't like.

Analogy. Direct costs: fuel, pilot and FA salaries, snacks. Indirect costs ("overhead"): airplane, airports, maintenance, training, gate agents, baggage handlers, cleaning, guy who empties lavs, scheduling systems, dispatchers, ATC, security. But sure, cut it. Nothing bad will happen.
