I think what most people want more than anything, is accountability. Ref's are the only people in big time sports that are, for the most part, without any accountability. Everywhere else in the sport, players, coaches, even broadcasters, if you do a terrible job, you get replaced.

Making at least the head ref required to do press interviews after their games. No more secrecy/walking off in to the sunset.

All these "sticks" can be offset by the "carrot" of increasing their pay substantially. This would also get more qualified people involved.

More clear definitions of nebulous rules ("forced" contact, "control" of the ball, etc.)
Publicly available grading of crews' performance.
Consequences for poorly performing refs/crews including fines, suspensions, and removal from their positions.
