Canada (at least the Maritime provinces from my personal experience) have also implemented 30 mk/h limits in school zones.
It's more psychological than anything - the lower limits in school zones - seeing a 30 limit sign and a school zone sign, makes you realize what could be at stake.

In your opinion is the design terrible because of the heat transfer from the exhaust hose back into the room before being expelled out of the window? I'm curious.
Something to think about - that I have experienced - is that in some apartments the windows do not fit a window unit.
