I’m getting multiple texts every day reportedly from Democratic candidates. I reply stop and as far as I can tell, I’m not getting any more from the same number. But the overall activity never slows down. I get at least one a day claiming to be Mark Kelly.

If its like health care, origin of this is in the fraud & abuse laws, specifically inducements to use specific providers. But it seems to me that if their SNAP EBT card is 0, they are no longer a SNAP EBT customer & are "self pay" so I would think discounts could be papered to pass muster.
