And for Football GM, I updated the playoff overtime rules which now require that both teams get a chance to possess the ball, even if the first team scores a touchdown.

For cross-era leagues, it uses the number of conferences/divisions/teams from the upper end of the range you selected. That's because if you picked like 1947-1950, there are not enough franchises to make a league with 30 teams.
