Portugal. League won by a total of 5 teams (ever). 2 of those have won it once, the last - Boavista - 24 years ago (other in 1946). And it’s an 18 team league. Similar story for Spain. Germany a bit more convoluted but recent history is similar. Not a Scottish issue. Quality of national team is.
