I did have the same thought for a fleeting moment, but I don't think a lot of Russian nationals living in the US or Canada for 10+ years flew back to enlist in 2022

My personal comparison at this point is the Preußenschlag where the Nazis couped the social-democrat state government of Preußen which was the last major stronghold of opposition power, and although this was very illegal, the SPD acquiesced to avoid the risk of civil war with the federal government
