More time in the classroom, and less time on the field. Invest in giving kids knowledge so they can critically think for themselves and not into sports that can cause head injuries.

If you create a society that encourages healthy human behavior, and condemns force/toxic masculinity - I think more people would want to have kids. But when you try to force people, take away their healthcare and make it nearly impossible to own a home and trap them in debt - you can understand why
