As absurd as it sounds, the military offers a good deal more opportunity for personal expression and stability than civilian life. Promotion (for enlisted soldiers at least) is merit-based, which makes it a rare chance for social advancement outside of the infamously brutal civil service exams

actually has a very positive effect on morale - even garrison duty on the frontier is less monotonous and stifling than working in the collectives. Enlistment periods are 5 years for the army and 10 years for the navy, although the majority do reenlist at least once.
