I think the apps are trying to be to specific in their forecast. They is no way they are forecasting 8.3 or 9.6 inches of snow. That specificity skews our perception of the actual accuracy for a forecast. 8 to 10 and 6 to 12 both average to 9 but are very different forecasts.
