Sounds like your neighbor's "contractor" is a family member or friend they are trying to protect. That is super sketch, though. That neighbor may be held liable in addition to the contractor, so you might be able to threaten legal action.

Could do a complaint for the stomping, but then they know it was you. Retaliation can be a bitch.
