What if we switched to positive reinforcement in foreign affairs? Offer repressive states like NK and Taliban Afghanistan economic and infrastructural partnerships in exchange for different types of reform and policy change.
I feel like the current approach nudges them to isolate and never improve.

At sunset, when day and night meet in perfect harmony, two people out on a walk find themselves afflicted by a mysterious goo... Although shocked and confused at first, the warm goo's influence is impossible resist, and they're soon well on the way to being a duo of rubbery 'rocs.

Muzzles push out into happy, horny grins, filling their senses with the intoxicating smell of rubber, and their crotches are set alight by the throbbing of shiny new nulges, desperate to grind against each other... any memory or thought except rubbing against their new kin extinguished by powerful instincts...

Now a perfect pair to creak and squeak and frot those perfect nulges together in a squeaky embrace... constant creaky moans above the sqrkks and crrrks... locked in a blissful cycle of alternating dominance and submission, day and night~
