The reason behind the 88mph target speed is that the delorian's spedometer maxed out at 85. While this was down to regulations and the top speed was closer to 120, the cars poor reputation made it so the idea of a delorian exceeding 85mph was a hilarious joke that goes over everones heads nowadays.

And the DeLorean couldn’t go over 70mph. That’s why the 88mph was such a big deal.
