I detest bill maher. I have wondered the same though. Some may think it’s okay to say it’s someone else’s turn to show up to protest this regime and fight, but it’s so wrongheaded.

The argument - such as it is - about ‘amendment… of a live Bill’ doesn’t apply to their own Bill, which again you’d have to assume KB approved.
