In short, tracking detailed special fund trends generally is not possible for you or me. While General Fund trends are reasonably out in the open, if often hard to explain, special fund trends are discerned more during the gritty tug and pull of the annual #CABudget process. (3/3)

Tracking policy is hard. To break it down I think about it in four buckets:

1) Who is paying?
2) How much are they paying?
3) Who is getting paid?
4) How much are they receiving?

Get that comprehensive view and build a coalition map that is actually useful.
