The Title X Family Planning Program cannot cover abortions due to the Hyde Amendment.

But it does cover contraception and family counseling.

There's plenty of money allocated for IVF and pregnancy services elsewhere, but nothing is mentioned about contraception in the entire document.

He's already trying to push placebo trials for vaccines/treatments that are established to be effective (not dissimilar to the logic behind the Tuskegee "trial"). I can absolutely see a push to do the same with oral contraception.
