In addition to the District Child Tax Credit, the amendment will also provide immediate relief to working-class families through a scaled-up version of the EITC, and keep District seniors' retirement intact by making adjustments to our municipal bonds policy.

If you want income-testing you need to go through the IRS, not the Social Security system. UBI can have an even lower overhead than Social Security due to providing far more money without the need for much new hiring. Going through the IRS, you're looking at EITC overhead, which is about 11%.

i don’t know if he’s been doing something more lucrative lately but i distinctly recall he spent a bunch of years when he could’ve been making good money doing… political campaigns, working for some nonprofit signing people up for EITC, not exactly goldmine stuff?

Right now the phase in starts I think at $2500 and the credit is earned at 15 cents per dollar of additional earned income. I *think* they are talking about starting at 0 and 30 cents per dollar to match the EITC phase in structure. @jacklandry.bsky.social may have more details.

As someone who used to work in the EITC area of the IRS, this rings very true. So many tax prep companies let more than one person per household claim EITC and we had to go take it back. It was awful because people needed that money. But it's easier to do than full audits on complicated returns.
This paper is a great example of solid evidence of systemic discrimination:
"Black taxpayers are audited at 2.9 to 4.7 times the rate of non-Black taxpayers."
This reflects a series of choices built into the IRS audit algorithm: focus on the EITC, and overclaiming of credits.

Good news! The Court of Claims has issued its ruling, and the MI House must present the 9 bills from last term to the Governor. These bills will help Michigan's corrections officers, teachers, vulnerable individuals receiving the EITC, and important Detroit cultural institutions. Onward! #mileg
