Leadership is all. When Miller says that ICE will be "ruthless" and "hardcore;" that officers are federally immune, he is scripting mayhem. Bad men at the top cannot lead young men-at-arms. Young men are being dragged into criminal acts by leaders -- Hesgeth, Miller, etc. -- who want this.
