LOAC is about two things: creating space for a lasting peace when the fight’s over, and more importantly, ensuring that when your own troops come home they don’t spend the rest of their lives looking in the mirror and seeing a monster look back at them.
The laws of war are not mere niceties. They are lessons from centuries of blood agreed upon to keep the world more stable.

I think I spent too much time in uniform, parsing titles & authorities and LOAC, to blindly say "the military should blow up a few small boats every month, without positive ID, in order to keep drug traffickers on their toes". Feels like the norm-violation far outweighs the deterrent benefit, to me.

this is a pet peeve of mine. "war crime" is not something that means "bad thing I think is wrong". it is not a war crime to murder thousands of retreating enemy soldiers. it is a war crime to paint a Red Cross on a truck. if you think something is morally wrong just fucking say that.

I would note, I am not as ruthlessly utilitarian as the OP. I do think there is a moral underpinning to much of LOAC and IHL.
But the OP is correct that there are more specific and niche proscriptions designed to make fighting a bit more palatable and not so concerned with lofty ideals.

how nuclear weapon employment stacks up against the LOAC/IHL is a very messy, complicated, and controversial topic, but NO ONE in DoD would built this as a plan (and again, this wasn't some off the wall thing POTUS ordered, it was a pre-planned deliberate option)

I am struggling to think of a single instance in 20+ years of war in which the Rules of Engagement constituted an active impediment to accomplishing the mission. Acceptance of collateral damage, within loose limits, is built into the LOAC and the concept of legitimate military targets.
