I learned some stuff:

Ootb, docker ce on windows only works for clients run as admin.

In daemon.json, declare "group": "something" and then use New-LocalGroup to create the something group, make yourself and adminstrators groups members.

Reboot, only you and admins can see dockerd's pipe*

jc version 1.25.6 released! 🚀

New parsers include net localgroup, net use, route print, x509-crl, and a streaming traceroute parser.

It was due to error "access denied" on service: DPS.
The services wasn't starting.

With:

net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice

After i restarted DPS service and now RDP is working perfectly.
