Addendum, while not the same creator, a mod does exist now that allows for a Tali-Femshep relationship to continue into ME3.
The mod is still being updated, and it's best to avoid using the Citadel Epilogue Mod at present, but what an achievement!

As with any/all mods that involve fan/modder writing, it's user preference. But I really enjoy the idea that my team is assisting Shepard in their various tasks and building that sense of immersion the ME1 Normandy lacks compared to ME2 and ME3.
