Quite odd indeed. Nothing to do with ninja as far as I’m aware, though during my research I found out mii-dera had warrior monks called sōhei maybe that has something to do with his appearance here??? No clue why though

In order to cross the devastated Uji Bridge, Ichirai Hōshi politely apologises to the Mii-dera (三井寺) monk before nimbly leaping over his head!
Jōmyō-yama translates as 'pardon-my-bad-manners float'.
The 2 dolls are held in dramatic pose by special wooden pins.

On March 3, 1911, Sally and Gordon Fairchild walked from Kyoto to the Mii-dera Shrine at the foot of the Mt. Hiei. Sally writes they had a “soft spring day” for the walk, w/ the exception of a 20 min snow squall! Read the diary entry: https://library.bc.edu/iiif/view/bc-2022-172

A spirit so vengeful, he transformed into a malicious yokai.
Tesso was a giant rat that lead an army of rats, its body was hard like stone with claws and teeth of iron. The thousands of rats devoured numerous scripts and other objects within the Enryakuji until he was placated.
[Top Section] Tesso; Alternate Name: Raigo Nezumi; Region: Near Mount Hiei, Shiga Prefecture, Japan [Middle Section] A giant grey rat with red eyes and iron teeth and claws. Behind it is a swarm of red-eyed rats. Accompanied by descriptive text. Heirless, Emperor Shirakawa asked for help from Raigō, abbot of Mii-dera. An heir eventually was born and Raigō was offered a gift for his many prayers. An ordination building was agreed, but pressured by Enryakuji, the Emperor broke the promise. Raigō fasted while directing curses at the prince and Enryakuji, dying after 100 days. His spirit haunted the prince until he died at age 4. Raigō's spirit became a giant rat, Tesso, with iron claws and teeth and a body like stone. It led and army of rats to wreak havoc on Enryakuji's temple until appeased with a shrine. On a recent trip to Mii-dera, I saw they frequent boast of being "one of the four largest temples in Japan" but I can't seem to figure out what the other three are... Internet searches keep pointing me to the 大和四寺 of Nara, which is clearly unrelated. Any ideas out there?

Priest Raigo of Mii Temple Transformed by Wicked Thoughts into a Rat (Mii-dera Raigo-ajari akunen nezumi to henzuru zu). The unyielding Priest Rago has been transformed after death by his own anger into a malevolent rat who comes with his hordes of rat-friends to destroy the emperor’s temple. They feast on texts and sacred books. The main rat wears a robe with orange tan, or lead pigment.
