Well it's something they made to offset the load of raytracing from the version generation of RTX cards, it was introduced in tandem with real time ray-tracing as a 'but don't worry, even though raytracing is a HUGE performance cost, this upscaling tech we developed will offset it'

You're right, ray tracing shouldn't have a performance cost, especially if part of the hardware is dedicated to it, and you're right, developers shouldn't be releasing unoptimized settings, but that's not Ray Tracing's fault, it's still the future of gaming, and my graphics card does it really well.
