When cases rely heavily on third-party fact-finding reports (a real feature of cases brought by non-injured states), there is good reason to go to the source. This is a possibility I've written about (here: www.cambridge.org/core/journal... and here: www.ejiltalk.org/the-challeng...).
I hope health systems and AMC's will embrace primary care--CMS is moving in that direction, but leaders of our systems could be a lot more aggressive and it would make a difference (in my humble opinion-realizing I'm a cardiologist!).
