I believe the only reason they do kernel level anticheat is it's easier than making their own anticheat logic at the game or server level. There are some aspects of a game which aren't even lockable, like rendering, which needs to be controlled via the server ideally before the data hits the user.

Shelters offer no privacy and have many rules that many homeless people won’t or can’t follow. The best solution is to provide single residences with lockable doors where homeless people can still feel in control. Even if those residences are barely bigger than a bed.
