with New Labour’s break with old Labourism and with its perception of the British electorate as deeply conservative. Thus some of its policies, such as the Sure
Start program or the radically redistributive emphasis in asset-based welfare
policies such as the baby bonds, seem much more radical in content than are
the framings around them. Another contradiction is the relationship between
elements from the liberal model and its means-testing and workfare strategies,
and elements of universalism imported from the Scandinavian model. In an
interview, Ed Balls, the main architect of New Labour’s macro-micro strategy,
says that the New Deal drew on Swedish active labor market policies and quotes
Allan Larsson, the Swedish Minister of Finance who designed the European
Employment Strategy
