Two ways to look at it. In the early life of the asset (0-20 years) most O&M cost is from inspections (minor repairs the rest) - so you get a gain there because you are doing less subsea inspections (costly).
20 years+ your cost is hardware failure rates. This is where, IMO, this fails.

Most regional busses running in Norway (especially on routes not served by rail, due to mountains and deep fjords to cross) have a bike rack mounted on the rear so they can take bikes. Vital when many routes the bike tourists use are "No bikes" through the subsea tunnels.

And lastly for now, subsea methane seeps are also observed to be going up elsewhere. Like off the Pacific coast of North America. Previously thought rare, thousands of seeps have now been documented.
