I definitely associate it with TTRPGs and board games. I have played a lot of board games with characters that "level up" so it feels very natural to use it as a board gaming term. For example I might describe a game to someone as having characters that level up as you go.

I could never go back to DMing players whom I can't trust not to cheat. Those players has an elementary school level of understanding ttrpgs at best.
On the other hand, even among my most loved and trusted players are some who can't resist metagameing. I learned to except this and deal with it.

My main exposure to writing in 40k being Rogue Trader, FFG games and Gaunt's Ghost has probably have colored my opinion of 40k somewhat.

This is the crux of the problem
Without these things, it's hard to expect more out of the general populace. Not just in ttrpgs, but in so many things. The system we have expects us all to hustling to just survive, leaving other things to take a backseat and become a "one day" thing.

Probably not.
But short of some kind of anti-trust intervention, that means growing the TTRPG economy. Which means getting more people to play TTRPGs.

I think TTRPGs aim to be 100% playable out of the box, without any changes. But I’m all for adapting them to the group’s needs. Homebrew and hacks are a key part of the hobby for a reason, and the RP part of the game requires some adapting on the GMs part. Otherwise we should just play a board game.
