Weirdly, my idea of the Macy’s Parade was that it should always be waaay out of date on everything. Like Underdog should’ve stayed in the parade until literally no one on earth even remembered who Jay Ward was so they couldn’t be corrected that umactually it’s not a Jay Ward Show.

In most cases, attributing the official authorized statements of a subordinate official as the view of the agency isn't wrong. I wouldn't nitpick someone who says "Social Security denied my application" by saying "umactually it was just an administrative law judge" but NLRB is really a special case.
