The results showed no significant differences across messenger types. The unique nature of policing, along with citizens’ perceptions of CRB’s independence, may help explain the null effects.

This study builds on my earlier research on communication for coproduction. We conducted experiments testing whether policy announcements encouraging citizens to coproduce public safety were more effective when delivered by government (PIO), nonprofit (CRB), or both as messengers.
