I'm glad that there finally is a strategy, but it just reminds us all how much devastation has been done to the global health sector and how hard it will be to rebuild the trust that the US generated over the past 30+ years in global health. /fin

Finally, a strategy like this shows just how important institutions are--and how neglected they are in this strategy. We need a strong CDC, WHO, and other institutions to make something like this feasible, and those get little attention (and no restoration of resources) in this strategy.

Fourth, there's a sense of "everything old is new again" in this strategy. What's to suggest that these approaches will work any better this time, especially under an administration that has been actively hostile toward global health programs?

Second, reaching agreements with individual states by April 2026? That seems....optimistic. What sort of groundwork has been laid? The Trump Administration's past promises of lots of agreements in a short amount of time haven't exactly borne fruit.

First, it's striking how the focus on bilateral agreements and not engaging with international organizations mirrors much of the approach that China has taken to global health.
