There are waves on top of the wooden frame as well. The wooden mechanism is to make the boat and waves go up and down when you turn the crank.

WIP - Using the upcoming Mystic Star's Vampire Ball as an excuse to draw vampire ladies in anachronistic clothing. I love drawing ruffs and exposed panniers, hoop skirts, corsets, bustles and all that stuff. It's like an insectoid exoskeleton worn as armor.
