There's actually no real legal justification for DHS aircraft flying around without their ADS-B transmitters on. The exception for national security affairs is explicit in that there must be a genuine, actual threat to the aircraft/mission to permit it

EXCLUSIVE — DHS Acting General Counsel sent out a memo Wednesday to all Federal Protective Service staff (the sub-agency that guards federal buildings) letting officers know they could take any action necessary "in the vicinity" federal property to protect themselves.

100%. And that nationalism was actually exacerbated greatly by the coalition war with Iraq in 1991. Russian politicians travelled to Iraq in like 1992 and came back fired up and madder at Yeltsin than before.

The ensuing international response, led by the US, not only tied directly to the 2003 invasion of Iraq, but to the attacks on 9/11 as well. And the 2003 invasion of Iraq is what told Vladimir Putin that the rule of law was out the door as far as international relations went.
