Although the Gentlemen’s Agreement was not a formal treaty ratified by Congress, it remained in effect until superseded by the Immigration Act of 1924. That act established strict national quotas and effectively banned all immigration from Asia. /end

The Japanese government allowed other categories of people, such as business professionals, to emigrate. The agreement also allowed for the immigration of family members, spurring marriages of convenience with “picture brides.” As a result, the Japanese American population increased over time. /5

Japan agreed to stop issuing passports for laborers wanting to emigrate to the U.S. mainland. In exchange, the U.S. agreed to discourage discrimination against Japanese immigrants, specifically by pressing San Francisco to repeal its school segregation order against Japanese children. /4

The Japanese viewed segregation as an insult, and Roosevelt, who had a positive view of Japan, saw the need to intervene to defuse the situation. The San Francisco school board would not change its position, however, so the parties came to a compromise that became the Gentleman’s Agreement. /3

San Francisco long had policies segregating Japanese students, but they weren’t enforced until after the 1906 earthquake and fire. There were only 93 Japanese students, so they were sent to the Chinese Primary School. Many were unable to attend due to limited transportation after the earthquake. /2

Today in history, 1906: San Francisco sparks a diplomatic crisis between the United States and Japan by ordering segregated schools for Japanese students. Tensions were eased by the “Gentleman’s Agreement,” an informal treaty between the U.S. and Japan signed by Teddy Roosevelt. /1

Yesterday I was told that the class I’m scheduled to teach this month, Confronting Oppression & Injustice, is no longer part of our curriculum. This is a required class yet there was no discussion, no faculty vote, just an email saying the class no longer exists. This is what it’s like in Texas now.

On 10/2, Trump unilaterally slashed foreign farmworkers wages.

At the end of the season, when workers who might protest are no longer in the fields, he cut 400,000 people’s wages by as much as 1/3.
