In past GOP shutdowns, call centers and outreach went dark and enrollment confusion spiked. Chaos is the point, because admitting they have no health plan is worse for them than gridlock.

Labeling it a “settlement” doesn’t immunize it. If money benefits a candidate/official and a favor’s expected, that’s classic quid pro quo under bribery/election law. Follow intent, not spin.

Yes, this is the payment of a bribe with a thin legal veil. Yes, the executives authorizing the payment may be prosecuted for public corruption crimes. Which is why Trump has dismantled the whole part of the DOJ that deals with public corruption.
