Texas also has limited (no?) local permitting: landowners and power generators negotiate deals on power plant location, including VPPs.
In contrast, California's county-level regulation has hamstrung distributed (domestic) renewables, even while it empowers local communities.

You're right, but Texas's stand-alone grid and single state regulator (ERCOT) became assets to a renewable free market.
They implemented 'connect and manage', facilitating large scale plants, and an Aggregate Distributed Energy Resources pilot that enabled Base Power's virtual power plant start-up.
