In any case, it is a different thing to ask, should Canada apply for membership in or seek closer relations with the EU. The act of applying or expressly pursuing have their own implications and ramifications separate from membership etc.

International relations are by definition about more than one party. It takes two to tango. Thus the question of EU membership for Canada has to be assessed from both sides, not just Canada's, of course. As the smaller party, Canada has historically always been the demandeur. Things happen though...
