Added to which there is a policy of helping polluters to meet the standard for compliance, rather than prosecuting in the higher courts for repeat offenders.

This policy has worked for some businesses, but probably sends a message to others about polluting being consequence free.

EPA - Monitors 31 sites in 3,330km of Blackwater, but it happened elsewhere

Inland Fisheries - doesn’t have the forensic capacity for the testing needed.

Marine Institute - has that capacity, but only investigates disease, not pollution.

Q: Why was the person responsible for the Blackwater fish kill never found?

A: it wasn’t anybody’s job.

I talked to the heads of all the agencies involved in the investigation, about why the biggest pollution event in Irish history fell between the cracks.

Yep. I have negative desire to use this garbage. I cannot understand the mindset of a person who thinks creative people would want something to be creative for them. If you don't want to create, why waste your time? Go do something else!

I'm getting a sense of a generational divide (as well as an obvious class one) on the Jim Gavin story. Older people I've spoken to seem quite sorry for him but everyone my age and younger seems to see this as a kind of vicarious revenge fantasy for all the bad landlords they've had over the years!
