You don't need to amend the Constitution. Just pass a law that requires any PAC who buys ads to buy equal time or "space" immediately following/adjacent to their (dishonest) message for the target to respond. This would diffuse their money advantage and the effectiveness of their negative ads.

Again, Roberts thing is that Milligan is right because Alabama made stupid arguments and he can ignore Milligan now because Louisiana is making better arguments in favor of racism.
