Best I could tell, 2 of the ways was to already have a business account or some other type of account, which I don't. One of the ways, I couldn't follow at all. The other was to sign up for Instagram Verified, which I did, and had a live chat today. Still working on it, but the guy is trying to help

I'm working on the same problem. You can't reach them if your account is disabled. Learned yesterday you can join Instagram Verified ($12/mo) and contact Meta through that route. Can't say how well it works yet but I'm trying it.
