Hamas’s delegation was headed by Khalil al-Hayya, head of its negotiation team, alongside Zaher Jabarin, head of the West Bank region for the movement, and Political Bureau members Mohammad Nazzal and Ghazi Hamad. Leaders from PIJ and PFLP also joined the talks. 

The Israeli delegation was led by Ron Dermer, joined by the Deputy Head of the Shin Bet (referred to as “M”), Gal Hirsch (Coordinator for Hostage Affairs), Nitzan Alon (Head of the Israeli army’s Prisoners Unit), and Ophir Falk, political adviser to the Israeli Prime Minister.

The talks began on October 6, under Egyptian mediation led by Hassan Rashid, head of Egypt’s General Intelligence Service, along with Ahmad Abdel Khaleq, who heads the Palestinian file. Later, U.S. envoy Steve Witkoff, Donald Trump’s son-in-law Jared Kushner, Qatari Prime Minister and Foreign Minister Mohammed bin Abdulrahman Al Thani, and Turkish intelligence chief Ibrahim Kalin joined the negotiations.

2. The war ends immediately upon the approval of the Israeli government. All military operations—including artillery and airstrikes and targeted killings—will be suspended. Within 72 hours, aerial reconnaissance over areas from which Israeli forces have withdrawn will also be suspended.

3. Full entry of humanitarian and relief aid will begin as outlined in the proposal, at a minimum in accordance with the January 19, 2025 agreement concerning aid and relief. (An annex details the aid implementation steps.) 4. Israeli forces will withdraw to agreed-upon lines according to the attached Map X, to be completed within 24 hours of the Israeli government’s approval of the proposal and following President Trump’s announcement. Israeli forces may return to withdrawn areas if Hamas fails to fully comply with the agreement.

5. Within 72 hours of the Israeli withdrawal, all Israeli hostages—living and dead—held in Gaza will be released (attached list).

Israel will provide information about the remains of Palestinian prisoners believed to be in its possession.

e. A mechanism for information exchange between the two sides will be established through the mediators and the International Committee of the Red Cross (ICRC). This mechanism will ensure the secure exchange of information and the transfer of remains of deceased hostages not yet located. Hamas will also commit within 72 hours to handing over the remains of Palestinians from Gaza held by Israel. All exchanges will take place under full security guarantees.

f. Once Hamas releases all hostages, Israel will simultaneously release the corresponding Palestinian prisoners according to attached lists.

g. The exchange of hostages and prisoners will be conducted according to procedures agreed through the mediators and the ICRC, without public ceremonies or media coverage.

6. A working group will be formed of representatives from the United States, Qatar, Egypt, Turkey, and other countries agreed upon by the parties, to monitor and coordinate the implementation of this memorandum.

4. UN agencies, other humanitarian organizations, the Red Crescent, and relevant partner states will receive and distribute the aid.

5. Trucks will have freedom of movement between north and south Gaza via the Al-Rashid and Salah al-Din roads.

6. Priority in the initial phase will be given to food, medical supplies, shelter materials, clothing, and footwear. 7. Repairs will begin on water and sewage networks, as well as hospital, bakery, and road reconstruction.

8. The Rafah crossing will reopen in both directions, restoring the same mechanism as the January 19, 2025 agreement. Israel will prepare the crossing to enable the return of people from Egypt.

The Trump–Sisi summit will follow soon after, running from 2:30–4:25 p.m. Palestine time (7:30–9:30 a.m. ET), with representatives from more than 20 countries expected to attend.

2. Mahmoud Issa (also known as Mahmoud Issa Moussa Dar Issa) is a long-serving Palestinian prisoner from Anata, northeast of Jerusalem, born May 21, 1968. A graduate of Al-Quds University in Sharia and Islamic Studies, he joined the Islamic Bloc and was among the first members of Hamas after its founding in 1987. Before his arrest, he directed the Jerusalem office of Sawt al-Haqq wa al-Hurriya, the newspaper of the Islamic Movement.

Issa co-founded Group 101, the first Izz al-Din al-Qassam Brigades cell in Jerusalem, with Ibrahim al-Akkari, Mahmoud Atoun, and Majed Abu Qutaish. In December 1992 the group kidnapped Israeli soldier Nissim Toledano near Lod to press for a prisoner exchange that would free Sheikh Ahmed Yassin and others. When Israel refused, Toledano was killed. After six months underground, Issa was captured in June 1993, tortured in Moscobiyeh and Ramleh prisons, and later sentenced to three life terms plus 46 years. Israel claims he commanded Hamas operations in Jerusalem. In 1996 he attempted to escape Ashkelon Prison, prompting his transfer to long-term solitary confinement—renewed annually by military courts from 2002 onward—as he was cycled through Ashkelon, Hasharon, Beersheba, Ramleh, Ramon, and Gilboa. Rights groups documented more than 13 years of solitary confinement, harsh conditions, and restrictions on family visits. Both his parents died while he was behind bars.

From his cell, Issa produced several works—Politics Between Realism and Legitimacy, Resistance Between Theory and Practice, The Tale of Saber, and Conspiracy Theory in the Holy Qur’an. Palestinian media describe him as an intellectual pillar of the prisoners’ movement. In October 2025, his name resurfaced among the “heavy” prisoners resistance factions insist must be freed.

Negotiators reportedly said the Palestinian resistance had pressed for the inclusion of several other senior leaders of the prisoners’ movement, but Israel threatened to blow up the agreement if they were added.

👉 Here’s more on each of the two prisoners:

1. Ayham Nayef Kamamji, from Kafr Dan near Jenin, is a member of Islamic Jihad best known as one of six prisoners who escaped from Israel’s Gilboa Prison in September 2021 through a tunnel dug from inside their cell. The tunnel’s exit, hidden beneath a toilet area, opened into farmland outside the prison — a spectacular breach that was a source of great humiliation for Israeli security forces and celebration for Palestinians across the region.

The operation, later dubbed the “Freedom Tunnel,” included figures such as Zakaria Zubeidi and five members of Islamic Jihad. Kamamji remained free for nearly two weeks, traveling from Gilboa to Jenin. “Ayham risked his life, got out, managed to reach Jenin, and held out for two weeks,” his father said. Before the escape, Kamamji had been serving a life sentence since 2007 for the kidnapping and killing of an Israeli settler, Eliyahu Asheri. His 2021 breakout — and later re-arrest in Jenin — turned him into a national symbol of defiance. 

“My cell is one meter by one meter in length,” Kamamji later wrote from prison, “and for its width, add another half meter. The free refuse to be chained. And the hawk despises the humiliation of sheep”
