Subject: Complaint Regarding Unfair and Misleading Public Consultation – Alberta Next Panel
Dear Ombudsman,
I am filing this complaint as a concerned Alberta resident regarding the fairness and transparency of the Alberta Next Panel public consultation.
The panel’s online surveys—closing October 10, 2025 at 4:00 PM MT—have been reported by multiple media outlets and participants to:
Include leading or assumption-based questions;
Have been modified mid-process without clear version tracking;
Combine responses from different question sets into one dataset; and
Require respondents to view a government-produced video before answering.
Such design choices risk producing a skewed or non-comparable record of Albertans’ views, yet the government has stated that these results will guide recommendations and potentially form the basis of a 2026 referendum.
I ask that your office investigate whether:
The Alberta Next Panel followed recognized public-consultation and fairness standards;
Participants were provided with consistent, unbiased instruments; and
The government’s use of the results could misrepresent public consent.
This issue affects the integrity of policy development and public trust. Thank you for considering this complaint.

I am submitting this complaint as a concerned Alberta resident regarding possible partisan overlap and misuse of public resources associated with the Alberta Next Panel initiative.
During 2025, the Government of Alberta and the United Conservative Party (UCP) each promoted surveys branded as “Alberta Next.” The existence of a parallel party-operated survey closely mirroring the government’s official consultation raises serious questions about whether government resources, communications staff, or web infrastructure were used to benefit a political organization.
If any data, branding, or communications channels are shared between the Government of Alberta and the UCP, this could constitute:
An improper advantage to a political party under the Election Finances and Contributions Disclosure Act; and/or
A breach of MLA conduct under the Conflicts of Interest Act if public assets were used for partisan purposes.
I respectfully request that your offices:
Determine whether any government staff, funds, or communication resources were used in developing or promoting the UCP’s “Alberta Next Survey”;
Assess whether the public and partisan surveys share data sources or analytics vendors; and
Clarify the separation (if any) between the two efforts.
This matter directly affects public confidence in the neutrality of government communications.

I am writing as a concerned Alberta resident to file a privacy and data-governance complaint regarding the Alberta Next Panel survey process and its handling of citizens’ personal information.
The panel’s website indicates that responses “may be inputted into an automated system to identify key themes and sentiment.” Under the Personal Information Protection and Privacy Act (POPA) and the Access to Transparency and Information Act (ATIA)—both effective June 11 2025—public bodies must provide clear notice of automated processing, define purposes and retention, and conduct Privacy Impact Assessments for higher-risk activities.
To date, the Alberta Next Panel website does not disclose:
The nature and location of the automated system(s) used;
What personal or identifying data are analyzed or retained;
Whether third-party analytics vendors have access;
Any completed Privacy Impact Assessment (PIA).
Given that panel responses are to inform potential 2026 referendum questions, this constitutes a high-impact use of personal data for political decision-making. I therefore request that your office:
Confirm whether a PIA was completed and submitted for approval;
Determine whether the Alberta Next Panel’s current disclosures meet POPA and ATIA requirements; and
Recommend immediate compliance steps to ensure informed consent and proper safeguarding of citizens’ information.
