Victoria shares the same problem, an underused/abandoned rail line just laying there. Since the private railway owners don't give a damn about track maintenance, it may be necessary to buy up the corridor which CN rejected when HRM was pursuing commuter rail

It comes down to the ownership of the corridor, Korean cities routinely use old and underused rail corridors for various projects. But in Canada, the most thing that can happen is rail-to-trail.

We have made so many moves in the past 4 years to reduce our infrastructure debt, get transit to new area, modernize zoning and development
